This photo is by Alex Majoli. After looking through a lot of his photos it is clear he is very interested in peoples faces. A lot of his pictures are of just the face contrasted against a dark background. This makes the center of the photo graph the only thing you can see so you focus solely on the face. The black and white makes the contrast even greater.
